My view on this quote is that the Devil has betrayed gods words in saying that he has equal power which he doesn't have even close to his power.
“Then his eyes lighted up with hatred as he thought of the three men who had caused him so long and wretched captivity. He renewed against Danglars, Fernand, and Villefort the oath of implacable vengeance he had made in his dungeon” (249).
The Count has gotten revenge on the guyys who had caused him pain and suffering. These men had betrayed him because of there greedy bodys.
